Procurement Manager


The procurement manager oversees vendor sourcing and management aligned with the LIH strategy and the needs of internal clients.  Her/his expertise in developing and implementing procurement strategies contributes to cost optimization and timely delivery of high-quality goods and services. She/he will coordinate and pilot procurement tenders for the LIH, ensuring compliance with public tender regulations.  The procurement manager leads and manages a team of three buyers and reports to the CFAO.

Key Accountabilities

  • Source and evaluate suppliers, employing best practices throughout onboarding, contracting and offboarding. 
  • Organize and manage the public tender process in compliance with the Luxemburg law of April 8th 2018 on public tenders: organise the public procurement, write the specifications, own the portal publications, follow-up and analyse offers, update suppliers and internal stakeholders, conclude and finalize the process, etc. 
  • Focus on leading vendor negotiations, developing consistent negotiation methodology, securing favourable terms and conditions, establish and maintain collaborative relationships with vendors and ensure alignment with internal LIH stakeholders.
  • Organize and control the end-to-end procurement process (e.g. RFQ, purchase orders).
  • Define KPI’s, maintain accurate records to facilitate budget tracking, insightful financial analysis and informed decision-making.
  • Drive a resilient procurement environment, aligning with regulatory requirements and procurement best practices, for better efficiency and effectiveness.  
  • Shape the procurement technology landscape.
  • Take ownership for the interests of procurement at the different project stages of the ERP renewal and related implementation.  
  • Take ownership for leading the procurement team and supporting their training and development. 

Key Skills, Experience and Qualifications

  • University degree (Bachelor) in Business Economics, Supply Chain Management, Logistics, Engineering or equivalent;
  • Professional experience of +5 years in a similar managerial position is mandatory;
  • Comprehensive knowledge of procurement best practices, controls and compliance.
  • Solid understanding of public tender and procurement regulations in Luxemburg and related end-to-end process.
  • Excellent interpersonal and communication skills, both internally with stakeholders and externally in contracting, negotiating, and conflict management with vendors.
  • Proven capacity to work in a national or international organization of similar size.  Experience working for a public research organization is considered an asset.
  • Proactive, high attention to detail and accuracy, autonomous.
  • Demonstrated abilities to lead and motivate a team.
  • Advanced computer skills on MS Office, accounting software, ERP (e.g. Odoo and the like). Advanced Excel skills are required.Experience with ERP implementation and related project management is an asset;
  • Languages: excellent knowledge of French and English. German and/or Luxembourgish is an asset.
